The mission of the Howard University Office of Student Ombudsperson is to ensure that all student issues are heard and addressed appropriately within a timely manner. The Student Ombudsperson reports directly to the University President.
Ombudsperson Office Functions
Student Ombudsperson Will:
- Clarify Howard University policies
- Assist students with problems that have not been resolved by other offices
- Open avenues of communication amongst students, faculty, and staff
- Offer a safe place for students to express grievances
- Help communicate options that are available to students
- Answer questions regarding the rules and regulations outlined in the Howard University student handbook
- Provide clarity to students
- Refer students to resources that are available on campus
Student Ombudsperson Will Not:
- Advocate for specific outcomes
- Advise any Howard University office to change a decision
- Make binding or administrative decisions
- Make decisions for students
- Create, alter or set aside policy, procedures, rules or regulations
- Provide legal advice or represent students in a legal manner
- Replace or circumvent existing channels

Meet the Current Ombudsperson
Mr. Hadley is a proud alumnus of Howard (B.A. ’08). He returned to the University in 2014 as Strategic Initiatives Advisor in the Office of the President. He previously served as Executive Director of the Youth Scholar Academy at The Institute for Responsible Citizenship; Program Manager of The Fellowship Initiative at JP Morgan Chase & Co.; and Teacher/ American College Advisor at the Senegalese American Bilingual School in Dakar, Senegal. Mr. Hadley received a Masters of Public Administration from the Robert F. Wagner School of Public Service at New York University and a B.A. in Political Science from Howard University.
The word “Ombudsman” originated in Sweden during the 19th Century, when the term applied to a public official appointed to investigate citizens’ complaints against governmental agencies. The Ombudsperson is best described as “the person who has an ear to the people.”
A college or university ombudsperson is authorized by an institution of higher education to confidentially receive complaints, concerns or inquiries about alleged acts, omissions, improprieties and/or broader systemic problems within the ombudsperson’s defined jurisdiction and to listen, offer options, facilitate resolutions, informally investigate or otherwise examine these issues independently and impartially.
