2023 Charter Day Honorees

2023 LaRue V. Barkwell Capstone Distinguished Service Awardee 

Since 1943, Howard University has honored those among its ranks who embody its values as exemplars of Excellence in Truth and Service. The LaRue V. Barkwell Capstone Distinguished Service Award is presented to an individual who embodies exemplary dedication and provides superlative service to the University. The 2023 honoree was nominated by President Wayne A. I. Frederick and approved by the Board of Trustees. She will be formally recognized during the 2023 Charter Day Dinner.

Anita L. English

LaRue Recipient

We are pleased to announce that Anita L. English will receive the 2023 LaRue V. Barkwell Capstone Distinguished Service Award. It is an honor to salute this year’s honoree, an individual whose purpose comes alive in service to others.   Anita Lee English is the assistant secretary for University operations and director of policy management in the Office of the Secretary (OS). She facilitates the systemic development and issuance of University policies. In convening the University Policy Working Group, a high-level team of representatives from across the University, she fosters a focused and inclusive approach to policy management. Mrs. English supports the primary work of staffing the Board of Trustees, as needed, and works to preserve the Board’s legacy in the preparation and archiving of official board records. Over her tenure, she has prepared hundreds of resolutions to memorialize the transition of members of the University community in the Board’s permanent records. In 2021, she collaborated with the Office of University Communications to upgrade the OS's online presence to ensure that policies and governance information under the auspices the Office of the Secretary are accessible to the University community. She continues to manage the policy website.
